Apparently, it is harder than might have been thought (in fact, was thought, optimistically, 6 months ago) to build a system which can reliably determine whether or not it was a GOAL!
How big of a setback is this? How much longer will it be before the technology is stabilized and operational? Are they, as Johanna Rothman describes so well, 90% done?
